Every L1 governance action Hyperliquid's validators vote on: new market templates, listings, settlements. Each one records who voted and the stake they carried at that moment. Hyperliquid serves an action only while it is in flight, so past votes exist nowhere else.

Votes cast on the actions opened since each validator's first signature on record. Hyperliquid publishes no join date, so a validator is never charged for actions older than the earliest evidence it was there.

Read every minute from Hyperliquid's validatorL1Votes feed, which serves only actions still in flight and drops them at expiry. After that no source holds them, ours included. Each vote is recorded with the validator's stake weight as it stood at that moment, never recomputed. Participation counts only actions that were in flight after a validator entered the directory.
